Cyber security - A Government, organisational and Public Risk

The 2010 National Security Strategy identified cyber attacks as one of the four highest-priority risks faced by the UK. President Obama has declared cyber security to be one of the most serious economic and national security challenges the US faces as a nation.

High-profile cyber attacks target specific government or private sector organisations. Lower-level attacks, however, are more widespread and are initially automated and indiscriminate - any organisation with an Internet presence will be scanned,and then potentially targeted and attacked.

Chinese Advanced Persistent Threats (APTs)

There is an Advanced Persistent Threat (APT) posed by organised crime and state-level entities who target large multi-national corporations and foreign governments, with the objective of stealing information or compromising information systems.

The goal of an APT is not necessarily to bring a business down, but to stay embedded and steal information undetected. This is a major area of concern, in particular the number and severity of APTs coming out of China.

About the Author

Lieutenant Colonel William Hagestad has a Masters of Science in Security Technologies from the College of Computer Engineering, University of Minnesota and a Bachelor of Arts in Mandarin Chinese. He also holds a second Masters of Science in the Management of Technology from the Carlson School of Management, University of Minnesota. His military experience spans more than 27 years. He enlisted in the United States Marine Corps in 1981 and served in numerous command posts before retirement.

Lieutenant Colonel Hagestad is recognised internationally as an  expert on the Chinese People's Liberation Army and Government Information Warfare. He advises international intelligence organisations, military flag officers, and multi-national commercial enterprises on their internal IT security governance and external security policies. He currently speaks both domestically and internationally on the Chinese cyber threat.
